When you actually need an engineer — and when you are being upsold

Somewhere between “any homeowner can do this” and “you need $15,000 of engineering” is the truth: a short list of hard triggers where professional design is mandatory, and a large territory where it is optional comfort. Know which side your project sits on.

The short answer: most residential septic systems in Ontario need NO engineer. The hard triggers: flows over 10,000 L/day, systems the Code cannot size by its tables, structural work like retaining walls holding a bed, and any lot where the permit authority formally demands engineered design.

The hard triggers — engineering is mandatory

1Over 10,000 L/day — the project leaves Part 8 for an MECP approval; engineered design, hydrogeology, the works. The commercial page covers this line
2Outside the Code’s tables — unusual soils, extreme slopes, or configurations Part 8’s prescriptive tables cannot size. If the Code has no row for it, someone qualified must derive it
3Structural elements — a retaining wall holding a raised bed on a slope, or a bed near foundations, brings structural design into the file

The gray zone — where “you need an engineer” is a sales line

High water table? Raised beds are a standard Code solution a homeowner can design on their own property. Slow soil? The tables handle T-times all the way to the filter-bed threshold. Small lot? Geometry, not engineering. Advanced treatment unit? The manufacturer’s sizing and the Code tables govern — the unit is bought, not engineered. In each case the design stays inside Part 8’s prescriptive rules, and the owner exemption still applies. When a contractor says “this lot needs engineering,” the correct next question is: which Code table does my lot fall outside of? A real trigger has a specific answer.

Who does what — the cast in one paragraph

You (owner): may design and build your own residential system on your own land. BCIN designer: qualified to design for others, $800–$2,000 per package. Engineer (P.Eng): mandatory only at the hard triggers; also accepted everywhere a BCIN is. The authority: reviews everyone to the same Code and can escalate any file to professional design.

The $18,950 line that never appears on a quote

A real worked example: 3-bedroom bungalow, conventional bed. Tank supplied and set, pipe, stone, fabric, one day of machine and labour, permit allowance — $13,049 with HST. The same job quoted at $32,000. The gap is design fees, markup, and labour you may not need to buy.

Engineer questions, answered straight

Do I need an engineer to replace my septic system?

Almost never for a residential replacement inside Part 8’s tables. The hard triggers are flows over 10,000 L/day, designs outside the prescriptive tables, structural elements, or a formal demand from the permit authority.

Does a raised bed need an engineer?

No — raised beds are a standard Code design. A retaining wall holding one on a steep slope is what pulls in structural design.

Is an engineer better than a BCIN designer for septic?

For ordinary residential files they produce the same package against the same tables. The engineer becomes necessary only at the hard triggers; otherwise it is a price difference, not a quality difference.

My contractor says my lot needs engineering. How do I check?

Ask which specific Code limit the lot exceeds, then put the same question to your permit authority. Real triggers have specific answers; sales lines dissolve under that question.
